Systemic Risk (EU AI Act)
A GPAI model designation triggered when the cumulative training compute exceeds 10^25 FLOP or when the Commission designates it based on other criteria. Systemic-risk models must red-team, report serious incidents, ensure adequate cybersecurity, and assess risks at Union level.
